MINUTES OF THE MEETING OF WEALD PARISH COUNCIL
HELD ON THE 25h JUNE, 2014
PRESENT: Mrs R. Wood (in the Chair), Mr G. Davie, Mr D. Marchant, Mrs L. Harris, Mrs C Beddoe and Mr. J Blackman
In attendance were District Councillor Thornton, the clerk and several members of the public.
- APOLOGIES FOR ABSENCE – Mrs Jan Mannering and District Councillor Hogarth.
- DECLARATION OF INTEREST – there was none.
- MINUTES OF THE MEETING HELD ON 23rd April, 2014 – the Minutes were accepted as an accurate record and were so acknowledged by the signature of the Chairman.
4. MATTERS ARISING
(1) Election of Chairman and Vice Chairman 2014/15
Mrs Rosie Wood was elected to serve as Chairman and Mr Graham Davie as Vice Chairman for 2014/15.
(2) Appointment of Committee Members 2014/15
The following appointments were made to Committees for 2014/15:

(3) Approval of the Annual Return
The Annual Return for the financial year to March, 2014 was approved and the Chairman and the clerk authorised to sign it.
(4) News on the MUGA
Good progress on the construction of the MUGA was noted. The clerk to organise a meeting with the school/PTA on the proposed booking system.
(5) News on the Methodist Church funding and extension of lease of the Green
The clerk advised that an application has been submitted to the PWLB to renew the loan approval which expired in mid-June.
The clerk reported that Knole’s land agents had advised that by law 15 years is the maximum lease term that can be offered. However, they understand the Parish Council’s position and will seek legal advice as to whether the Parish Council’s request for a longer lease can in some way be accommodated.
(6) Path in Hurst Lane
The clerk advised that work repairing the path should begin in August, 2014.
The work will be undertaken by Marchants.

Planning applications reviewed since the last Parish Council Meeting:
SE/14/01514/FUL –Land south east of the White House, Gracious Lane, Sevenoaks Upgrading established access serving existing stables and tractor/equipment store and hay barn/tack room permitted under application SE/13/0220/FUL, using loose gravel of geotextile membrane to protect existing trees. Supported by the Parish Council.
SE/14/01486/LBCALT – 21-24 Glebe Road, Weald Demolition and removal of flat roof porches. Replacement structures with pitched roof. Supported by
The Parish Council.
The Meeting was adjourned at 8.15 p.m.
7. PUBLIC QUESTION TIME
The Meeting resumed at 8.30 p.m.
8. ANY OTHER BUSINESS
Mr Marchant notified the Parish Council of further damage to the fencing around the War Memorial. The clerk agree to arrange for it to be repaired in good time before Remembrance Day.
Mr Blackman updated the Parish Council on the activities of the High Weald Aviation Group which is opposing a second runway at Gatwick Airport and the proposed changes to flight path used by aircraft flying in and out of Gatwick. It was ageed that the Parish Council should make a contribution towards the Group’s fighting fund.
All members of the Parish Council expressed concern about the damage to the Green at the junction of Long Barn Road and Wickhurst Road and the need to find a workable solution to this problem. The Parish Council agreed to back a scheme which would cut away the damaged part of the Green and widen the road so that large vehicles could more easily turn in/out of Wickhurst Road. It was agreed that the clerk should contact Knole Estate to gain their approval before approaches are made to SDC (for planning permission) and Kent Highways (to widen the road) and for the clerk to report back to members.
