MINUTES OF THE MEETING OF
WEALD PARISH COUNCIL
HELD ON THE 19th DECEMBER, 2018
IN THE MEMORIAL HALL AT 7.00 P.M.

IN ATTENDANCE: Mrs R Wood (in the Chair), Mrs L Harris, Mr J Blackman, Mrs C Beddoe, Mrs K Long, Mr R Trapp, County Councillor Lake and District Councillors Thornton and Hogarth.
In attendance were approx. 20 members of the public and the clerk.

- MINUTES OF THE MEETING HELD ON 21st November, 2018 were accepted as an accurate record and were so acknowledged by the signature of the Chairman.

The Chairman thanked the members of the Parish Council and the clerk for their work on behalf of the Parish Council during 2018.
She also thanked Councillors Lake, Thornton and Hogarth for their support on behalf of KCC and SDC.
The Parish Council also joined the Chairman in thanking Mr & Mrs Gidman for their many contributions to village life. The Chairman made a presentation to Mr & Mrs Gidman on behalf of the Parish Council.
The Parish Council also congratulated those parishioners who were hosting advent windows this Christmas Season.
Mrs Beddoe advised that a fresh white dogleg line has been painted at the junction of Long Barn Road and Wickhurst Road.
Mrs Harris drew the Parish Council’s attention to two trees in Morleys Road at the pedestrian’s entrance to Big Meadow. These trees may need attention. The clerk agreed to have the trees inspected
The deteriorating condition of the hollow oak in the Hurst was also mentioned. The clerk will also arrange for this tree to be inspected. The clerk advised that the responsibility to maintain the hollow oak rests with Knole Estate. As necessary, after the inspection, Knole Estate will be contacted.
Mr Blackman shared plans he had drawn up for the proposed additional parking spaces next to the Memorial Hall. A copy of the plans is attached. Mr Blackman’s plans show that potentially 14/15 parking spaces could be accommodated, subject to existing hedging being cut back to the fence to the Memorial Hall Field. A local contractor has also been invited to draw up plans.
The Chairman reminded members of the plan to commemorate the late Graham Davie, former Vice Chairman of the Parish Council, with a plaque to be erected on the Wesleyan Chapel. Mr Davie played a leading role in the decision of the Parish Council to purchase the Chapel for community purposes. The clerk agreed to look into this and to report back to the Parish Council with plans for the plaque.
- Dates of Parish Council Meetings, 2019
Meetings will be held on the following dates in 2019:
22nd May (Annual Parish Meeting)
The above Meetings will be held in the Memorial Hall.
All Meetings will start at 7.30 p.m., except for the Annual Parish Meeting and the
18th December meetings which will start at 7.00 p.m.
- Parish Council Precept – FY2019/2020
After due consideration the Parish Council agreed that the Precept should be increased by 3.3% to a total of £44,000.
The clerk advised that the Precept should be sufficient to fund the Parish Council’s on-going expenditure, as detailed overleaf, and provide a reserve (approx. £18,000) for one-off causes/expenditure.
- Break-in at the Community Shop
The Parish Council noted with regret the recent break-in at the Community Shop. The front door has been damaged beyond repair and the Parish Council will arrange for its replacement.
The Parish Council thanked the anonymous donor for replacing the charity collection funds stolen during the break-in.
The clerk advised the receipt of a series of documents related to Sevenoaks District Council Local Plan.
The documents will be circulated to members of the Parish Council but can also be reviewed on SDC’s website at: www.sevenoaks.gov.uk/localplan
Consultation on the local plan closes on 3rd February, 2019.
The following Planning Applications were reviewed by the Parish Council:
SE/18/03660/HOUSE – The Barn, Old House, Bowzell Green – Proposed detached double garage.
The Parish Council supported this application.
SE/18/03453/HOUSE– Everest Farm, Church Road – Single storey rear extension. Additional rooflight to existing house. Single storey annex to side/rear of the existing house. Demolition of a garage, shed and veranda.
The Parish Council supported this application.
SE/18/03554/FUL– Moorcroft Farm, Hale Oak Road – Erection of new orangery style extension etc.
The Parish Council supported this application but requested information on the planning status of the conservatory attached to the farm house.
